Your kernel must be compiled with the wanted cgroup feature:
    For the proctrack plugin:
        freezer
    For the task plugin:
        cpuset, memory, devices
    For the accounting plugin:
        cpuacct, memory, blkio
Then, set these options in /etc/slurm/slurm.conf:
    ProctrackType=proctrack/cgroup
    TaskPlugin=task/cgroup
